David Heeps

David has 27 years of experience in the water industry in a variety of roles, having worked in policy departments, operating agencies and an economic regulator. David worked for seven years in a state government department responsible for water policy and most recently spent six years as CEO of the Essential Services Commission.

David has considerable hands-on experience in, and understanding of, the dynamics that occur between those responsible for policy, service delivery and regulation. He has been involved in the development of a state nutrient management strategy (under the auspices of the Murray Darling Basin Commission), a metropolitan water supply-demand strategy and a central region sustainable water strategy. In the Wimmera-Mallee region David was involved in consultations on farm dams, catchment dams/exit from the channel system and pricing plans.

His interests span rural, regional urban and metropolitan sectors across water, sewerage, catchment management and drainage functions. David is particularly interested in alignment of governance systems with planning, customer service delivery and pricing.

David has been a director and past president of the Institute of Water Administration and on two occasions served as a director on the Board of the Victorian Water Industry Association.
